THE
Kiambu County Assembly yesterday made history after it kicked out its Speaker
Nick Ndichu over accusations of misconduct and misappropriations of funds.
The Speaker
is accused of authorising the finance department on November 20 last year to
pay Sh530,000 for his trip to Brazil with the Law Society of Kenya a payment
which was not sanctioned by the Interim Clerk. No payment vouchers were signed
to authorize the expenditure.
Nelson
Munga, Ndeiya Ward representative, tabled a motion accusing the Speaker of
authorising the finance department on November 20 last year to pay Sh530,000
for his trip to Brazil with the Law Society of Kenya knowing that it was not
sanctioned by the Interim Clerk. No payment vouchers were signed to authorize
the expenditure.
The
motion was tabled by Nelson Munga, Ndeiya Ward representative, and supported by
69 members against 13, making 80 percent, 5% more than the required 75%.
Presiding
Speaker Anthony Macharia said, “we have met the threshold and the motion stands
that the Speaker be removed from his seat.”
Munga
also claimed that the Speaker singlehandedly chose a law firm of his choice to
represent Kiambu in a legal suit breaching the Public Procurement and Disposal
Act.
“The county
assembly advertised for pre-qualification of goods and services in December
last year. The assembly evaluation committee completed evaluation on January 14
but the Speaker ignored this,” he said.
